Fingal Creative Ireland Project Manager

Fingal County Council is seeking expressions of interest from a suitably qualified individual to provide the following services:

  1. Implementation of the Fingal Creative Ireland Programme 2019 including Cruinniú na nÓg to be held on 15th June – an annual event that celebrates culture and creativity in young people.

  2. Implementation of the Fingal Remembers: Fingal Commemorations Programme 2018 – 2023.

The project manager will report to the Creative Ireland coordinator and work closely with the Fingal Culture Team.

What is Creative Ireland?

The Creative Ireland Programme is a five year all of Government approach to place creativity at the centre of all public policy.  The vision is that every person in Ireland will have the opportunity to realise their full creative potential. 


Job Description:

To provide management and administrative services for Fingal Creative Ireland including key events such as Cruinniú na nÓg and also the Fingal Commemorations Programme.


Services required:

Fingal County Council is seeking expressions of interest from individuals to provide the following services:

  • To provide management and administrative services for Fingal Creative Ireland including key events such as Cruinniú na nÓg  

  • To drive the delivery of the Fingal Commemorations Programme 2018-2023 through active engagement with local communities to support the production of and ensure the accurate content of commemorative events

  • To work closely with relevant departments of Fingal County Council such as Communications & Media Office; Libraries Division etc.

  • Act as a focal point of communication between the Creative Ireland coordinator, the Fingal Culture Team and artists/community groups/media

  • Be responsible for uploading events onto the National Creative Ireland portal


Monitoring & Evaluation:

Devise a common evaluation process for all projects/events in conjunction with the Fingal Culture Team.



Project manager will report to the Creative Ireland coordinator on a weekly basis

Will be required to attend Fingal Culture Team meetings (usually quarterly)

To produce a report to the Culture Team at the end of each event/programme


Desirable Qualifications/Experience:


  • A thorough knowledge of the creative sector including arts, culture and history

  • Thorough knowledge of history, particularly era of foundation of Irish State

  • Experience of organisation of commemorative events

  • Enthusiastic person willing to work with local community groups and organisations

  • Good management & administrative skills

  • Good IT skills and knowledge

  • Excellent written and verbal communication skills

  • Proven organisational skills



Contract of application for contract:

  • Cover letter outlining suitability for the position

  • Minimum of 3 years’ experience in a similar field of work required

  • Information of two relevant projects similar to this programme



  • It is envisaged that the services required will average 15 hours per week

  • The position is offered at a rate of €200 per day  inclusive of all travel and other expenses payable on receipt of appropriate invoices fortnightly in arrears


Insurances and indemnification

The project manager shall effect and maintain insurance (Public Liability (€6.5m) and Employers Liability where applicable) necessary to cover their liabilities under this contract and will indemnify Fingal County Council. This is to be forwarded 1 week from date of signing contract and is to be valid when each invoice is being submitted for payment.



The contractor will generally work from their own base. However, they will be expected to meet bi-weekly in Fingal County Council with the Co-ordinator, and or members of the CI team to review progress and plan next steps.  Facilitating project development with groups will necessitate working at various locations throughout the duration of the contract.


General conditions

The successful contractor must submit a current tax clearance certificate and may be required to be registered for VAT. For further information, see  

Payment for services covered by the proposed contract will be on foot of appropriate invoices, which will be based on agreed deliverables.  Invoicing arrangements will be agreed with the successful proposer, following the award of contract.

The appointment will be on the basis of a fixed-term, all-inclusive Contract for Services issued by Fingal County Council.

The successful contractor shall be Garda vetted by Fingal County Council.

Contractors are required to have access to a car and possess a full clean driving licence.

Fingal County Council reserves the right not to award this contract and in this instance reserves the right to pursue other selection processes at its discretion.


Confidentiality of evaluation

After the official receipt of applications, information relating to the examination, clarification, evaluation and comparison of applications and recommendations concerning the award of contract will not be disclosed to applicants or other persons not officially concerned with such process.

Ownership of documents

All reports produced by in connection with this appointment will be considered the property of Fingal County Council, and may be used as a reference including for other projects without the prior approval of the successful candidate.

Person Specification

Qualifications/Other Requirements

  • Minimum of 2 years’ experience working in a project management role preferably in a cultural discipline.
  • Experience in office administration.
  • Ability to manage varied tasks simultaneously, working effectively as a team member and on own initiative.
  • Excellent and proven organisational skills and high attention to detail in managing a diverse and demanding workload, coordinating and carrying out multi-faceted activities.
  • Excellent written and verbal communication skills and professional telephone manner.
  • Good IT knowledge.
  • Ability to be discreet and discern when confidentiality is required.

DAYS PT & Flexible: 15 hours per week

CONTRACT TERM: 6 month contract with an option to extend for a further 6-12 months with 2-month probationary period
SALARY: €200.00 per day (typically two days per week)
