Noise Control

Councils prepare Noise Action Plans to address environmental noise in their areas. Citizens can have input into these plans through consultation.

Submissions are invited from the public on the draft Dublin Agglomeration Noise Action Plan 2024-2028, prepared under S.I. No. 549 of 2018 (as amended), to address environmental noise in the Agglomeration of Dublin (as defined in the above regulations), and prepared jointly by Dublin City Council, Dun Laoghaire Rathdown County Council, Fingal County Council, South Dublin County Council, Wicklow County Council and Kildare County Council.

 

This is a four-year strategic plan with the main purpose to inform and consult on the health effects of noise exposure from road, rail and major industrial sources and the measures that may be considered to address this issue in the Agglomeration of Dublin (as defined in the above regulations). The plan excludes noise from domestic activities, noise created by neighbours, noise at workplaces or noise inside a means of transport or due to military activities in military areas.

 

The public consultation will be open from 9a.m. Friday 12th April 2024 for a period of 6 weeks until 5p.m. Friday 24th May 2024. 

 

The draft Noise Action Plan is available for inspection at the following locations;

  • Fingal County Council, County Hall, Main Street, Swords, K67 X8Y2. (Mon-Fri, 9a.m.-5p.m.).
     
  • Civic Offices, Grove Road, Blanchardstown, Dublin 15, D15 W638.  (Mon-Fri, 9a.m.-5p.m.).

The Aircraft Noise Competent Authority monitors, and regulates where necessary, for the management of aircraft noise in the communities around Dublin Airport. To find out more about their work visit https://www.fingal.ie/aircraftnoiseca

EU Directive 2002/49/EC, which was transposed into Irish law through the European Communities (Environmental Noise) Regulations 2018 to 2021, requires the local authorities within the Dublin agglomeration (Dublin City Council, Fingal, Dun Laoghaire Rathdown, South Dublin, Wicklow and Kildare County Councils) to produce Strategic Noise Maps and Noise Action Plans every five years. These maps shall apply to environmental noise created by road traffic, rail traffic, air traffic and from sites of industrial activity.  Fingal County Council intend to prepare a separate Noise Action Plan for Dublin Airport.

 

The main maps of interest are all roads for Lden and Lnight.  Lden is  a 24 hr measure of noise with a 5 and 10 dB weighting for evening and night noise respectively.
