The application portal is now closed for the Aster Park Affordable Housing scheme.
The Affordable Housing team are not accessing any new applications for 2, 3 and 4 bed homes.
The team will continue to assess applications already received (by date and time order)
Fingal County Council has agreed with Ballymore Group to deliver 96 affordable homes at Aster Park, Rush, Co. Dublin. The scheme will comprise of the following:
- 15 no. 2-bed mid-terrace units
- 63 no. 3-bed mid-terrace units
- 18 no. 4-bed mid-terrace units

These homes will be available at a reduced price for buyers who are seeking to purchase a newly built home but need to bridge the gap between their mortgage and deposit to cover the full price of the home.
It should be noted that the Minimum Sale Price set by Fingal County Council is already a reduction from the Open Market Value of the home. Those interested in purchasing a home under the Affordable Scheme must be able to demonstrate that they can afford to pay the Minimum Sale Price set.
In order to be eligible to apply for the scheme at Ballisk Park, you must satisfy the below criteria;
- Be over 18 years of age. · Be a first-time buyer or meet the exceptions under the Fresh Start Principle.
- Your purchasing power must not be more than 95% of the market value of the home.
- Each person included in the application must have the right to reside indefinitely in the State. All non-EEA/EU applicants must be legally resident in Ireland for a period of 5 years; or have leave to remain extending to potentially permit 5 years reckonable residence; or have indefinite leave to remain in the State.
- The affordable home must be your normal place of residence, i.e. where you live.

- Your full name, date of birth and PPS Number
- Confirmation that you are a First-Time buyer (or Fresh Start applicant)
- Proof of Income
- Proof of right to reside in the Republic of Ireland
- Evidence of your savings and/or deposit
- Stamp 4 Eligibility
- A Mortgage Approval in Principle letter stating the maximum mortgage available to you may be required as part of the process
- Confirmation of eligibility for Help to Buy, if applicable
