Draft Fingal Climate Action Plan 2024-2029

Fingal County Council’s Environment, Climate Action and Active Travel Department have prepared a Draft Climate Action Plan 2024-2029 (CAP). This Draft Plan continues the progress made through the Climate Change Action Plan 2019-2024, building on the successful outcomes and learnings from the first cycle.

The Draft Plan contains an extensive list of climate actions across six themed areas including Community Engagement which is a new addition to this Draft CAP and reflects the Council’s ambition for the Final Climate Action Plan. The other themed areas include Energy and Buildings, Transport, Flood Resilience, Nature-Based Solutions, Circular Economy, and Resource Management. The Draft Plan demonstrates Fingal’s continued commitment to climate action by proposing innovative climate adaptation and mitigation actions which the Council intends to take.

There are four key targets in the Draft Plan:

  • 50% improvement in the Council’s energy efficiency by 2030.
  • 51% reduction in the Council’s greenhouse gas emissions by 2030.
  • To make Dublin a climate resilient region, by reducing the impacts of future climate change-related events; and
  • To actively engage and inform our communities on climate action.

Public Consultation

A public consultation process begins on Wednesday 20th September, and runs for a 6-week period to Wednesday 3rd November.

The Fingal County Council Draft Climate Action Plan, the Strategic Environmental Assessment Environmental Report and Appropriate Assessment Natura Impact Report, will be on display from 9:00am on 20th September to 5:00pm on 3rd November 2023, at the following locations:

Submissions/Observations 

Submissions or observations regarding the Draft Climate Action Plan, Strategic Environmental Assessment Report SEA and Appropriate Assessment Natura Impact Report AA are invited from members of the public and other interested parties. You can make a submission or observation between 9:00am on the 20th September to 5:00pm on 3rd November 2023, through the following options only:

The closing date for receipt of submissions or observations is 5:00pm 3rd November 2023.

Please make your submission or observations by one medium only i.e., online, or hard copy. 

Submissions or observations should include your name and address and, where relevant, details of any organisation, community group or company etc that you represent. Children, or groups or associations representing the interests of children, are strongly encouraged to make submissions or observations regarding the proposed actions in the Draft Plan. 

Written submissions or observations received in respect of the Draft Plan that are made within the public consultation period stated, will be taken into consideration before the making of the Final Climate Action Plan. 

Please note LATE submissions or observations will not be considered. You are advised to make your submission or observation as early as possible. 

The Council will host a series of public information events to actively engage with and inform the public and other stakeholders of the proposed Climate Action Plan 2024-2029. There will be an opportunity for the public to engage with the Draft Plan during this process and the events will inform you in terms of any submission or observation you would like to make formally.
