Social Inclusion Community and Activation Programme (SICAP)
The Social Inclusion and Community Activation Programme (SICAP) 2024-2028 provides targeted funding to address poverty and social exclusion locally through partnerships among disadvantaged individuals, community organizations, and public agencies.
The Social Inclusion and Community Activation Programme (SICAP) 2024-2028 is co-funded by the Government of Ireland and the European Union through the Department of Rural and Community Development and the European Social Fund Plus under the Employment, Inclusion, Skills, and Training (EIST) Programme 2021-2027.
Locally managed by 33 Local Community Development Committees (LCDCs) with local authority support, SICAP actions are carried out by Programme Implementers across 53 areas, including Empower for Fingal. SICAP’s holistic approach ensures quality, individualized support for those facing barriers to mainstream services.
Using community development strategies, SICAP fosters partnerships to combat social exclusion and inequality. Its adaptive, bottom-up framework meets both local needs and national targets and performance standards.
