Development Contribution Scheme 2026-2030

The Council operates a Development Contribution Scheme to part fund the provision of public infrastructure and facilities in the county.  All planning permissions are subject to this scheme, including permissions granted on appeal by An Coimisiún Pleanála, unless exempt in accordance with the provisions of the scheme.
These rates of development contributions are payable to the Council in respect of the three classes of public infrastructure referred to under Article 18 of the Development Contribution Scheme 2026 – 2030, adopted by the County Council at its meeting held on 8th December 2025.  An additional contribution is payable to Irish Water in respect of public infrastructure provided by them.  Developers should contact Irish Water directly in this regard.
It should be noted that from 1st January 2026, the Development Contribution Rates shall be as follows:

Applications for Temporary Development Contribution Waiver Scheme has now closed


For those who have an ongoing application under the scheme, please note the below:
•    Completion of development works on qualifying houses under the scheme is 31 December 2026.
•    A Valid Certificate of Compliance on Completion must be submitted via BCMS on or before 31 December 2026.
 

Financial Securities

To ensure the satisfactory completion of development, a condition may be attached to a planning permission requiring adequate security to be given until the development has been satisfactorily completed. Types of securities include a cash deposit, or an insurance bond. The security may be sequestered in part or in its entirety where the development has not been satisfactorily completed. Fingal County Council will determine the amount of such financial security, in accordance with Development Management Guidelines for Planning Authorities (DEHLG, 2007) and Circular Letter PL11/2013, and any successor guidance.

For a Planning Permission receiving its final grant on or after 18/09/2025, the requirements are as follows:

The Cash Security or Insurance Bond is kept in place until both the Roads and Services are taken in charge by Building Control and the Open Spaces are Taken in Charge by Parks Planning.

Tree Bonds

A tree/hedgerow bond may be applied as a planning condition to developments which contains trees/hedgerows of amenity and ecological importance.

Prior to the commencement of development, a tree/hedgerow bond may be required to be lodged with Fingal County Council in order to ensure that the trees/hedgerows proposed for protection in the submitted planning documents are protected and maintained in good condition throughout the course of development. This bond shall be held by Fingal County Council for a period set out in the planning condition, which may be extended in the event of possible construction related defects. The amount of any tree / hedgerow bond required will be determined on a case by case basis.

For the tree/hedgerow bond to be considered for release by Fingal County Council, a post construction report on the condition of the trees/hedgerows shown for retention shall be undertaken by the applicant’s Arborist and all recommendations made within this report shall be carried out. A copy of this report and a Certificate of Effective Completion signed by the applicant’s Arborist shall be provided to the Planning Authority.
