Fingal County Council delivered affordable homes for sale in Dun Emer, Lusk, Co. Dublin to assist eligible, first-time purchasers the chance to buy newly constructed homes at an affordable price relative to market value.

The development at Dun Emer, Lusk provided 39 dwellings sold under this scheme. 

The development consisted of 31 x 3 bed dwellings, 8 x 2 bed dwellings, and 12 social dwellings (including 5 x Part V)

Successful candidates who submit a full application with supporting documentation will be chosen on a first come / first serve basis and will be placed on a panel. Fingal County Council will hold a full panel beyond the full allocation of the 39 properties and make offers to eligible candidates in the instance where a candidate who has been made an offer can not raise the appropriate funds for the designated property.

Please note that all successful candidates on receiving an offer of a property in this scheme will be required and conditioned to provide evidence of Help To Buy application (first time buyers). They will also be required to provide a fully refundable deposit of €4,000 to the developer on accepting the offer.

In order to be eligible to apply for the scheme at Ballisk Park, you must satisfy the below criteria;

  • Be over 18 years of age. · Be a first-time buyer or meet the exceptions under the Fresh Start Principle.
  • Your purchasing power must not be more than 95% of the market value of the home.
  • Each person included in the application must have the right to reside indefinitely in the State. All non-EEA/EU applicants must be legally resident in Ireland for a period of 5 years; or have leave to remain extending to potentially permit 5 years reckonable residence; or have indefinite leave to remain in the State.
  • The affordable home must be your normal place of residence, i.e. where you live.

Use this checklist to help you when preparing for your application

  • Your full name, date of birth and PPS Number
    • Confirmation that you are a First-Time buyer (or Fresh Start applicant)
    • Proof of Income
    • Proof of right to reside in the Republic of Ireland
    • Evidence of your savings and/or deposit
    • Stamp 4 Eligibility
    • A Mortgage Approval in Principle letter stating the maximum mortgage available to you may be required as part of the process
    • Confirmation of eligibility for Help to Buy, if applicable
    • Documentation required for Affordable Housing

      These homes will be available at a reduced price for buyers who are seeking to purchase a newly built home but need to bridge the gap between their mortgage and deposit to cover the full price of the home.

      It should be noted that the Minimum Sale Price set by Fingal County Council is already a reduction from the Open Market Value of the home.  Those interested in purchasing a home under the Affordable Purchase Scheme must be able to demonstrate that they can afford to pay the Minimum Sale Price set.
