Housing Schemes

The Local Authority Home Loan (LAHL) is available for people who are unable to obtain sufficient funding from commercial banks to purchase or build a home. The loan can be used both for new and second-hand properties, or to self-build. It also includes the purchase of homes through State schemes such as the Tenant Purchase Scheme and Affordable Housing Schemes, with the exception of the First Home Scheme.

How to Apply:

A LOCAL AUTHORITY HOME LOAN APPLICATION IS CONSIDERED “VALID” WHEN:

THE APPLICATION FORM IS COMPLETED IN FULL; WITH ALL SIGNATURES & CONSENTS GIVEN AND ALL RELEVANT DOCUMENTATION AS DETAILED IN THE “CHECKLIST FOR APPLICANTS” IS PROVIDED.

FAILURE TO SUBMIT A VALID APPLICATION WILL RESULT IN YOUR APPLICATION BEING RETURNED TO YOU, WHICH WILL CAUSE DELAYS.

Applications can be made through the LAHL Online Application Portal - click here.

Important points to note when making an online application:

1. Upload (in date order) 12 months of all banking account statements

2. Download & submit the LAHL Salary Certificate (see Additional Relevant Forms section below)

3. Download & submit the Gift Letter Template (if applicable - see Additional Relevant Forms section below)

The Local Authority Purchase and Renovation Loan (LAPRL) is a Government backed mortgage and loan for the purchase and renovation of derelict and non-habitable homes. The property must be eligible for the Vacant Property Refurbishment Grant, whether derelict, non-habitable or simply vacant. Each applicant must be a first time buyer and in the case of joint borrowers, neither applicants can have previously purchase or be a current owner of a residential property with the exception of applicants qualifying under the Fresh Start Principle.



The Vacant Property Refurbishment Grant is a payment you can get if you are turning a vacant house or building into your permanent home. A grant of up to €50,000 is available.

If the refurbishment costs exceed the standard grant of up to €50,000, a top-up grant amount of up to €20,000 is available.

If you wish to purchase and/or renovate a Vacant Property Refurbishment Grant (https://www.gov.ie/en/service/f8f1b-vacant-property-refurbishment-grant/ ) eligible home but cannot get sufficient funding from commercial lenders you can apply to your local authority for a Local Authority Purchase and Renovation Loan.
