Town and Village Renewal Scheme 2025

The Town and Village Renewal Scheme 2025 was announced by Minister Dara Calleary on March 19th, 2025.
Under the scheme this year grants will be made available to support the development of outdoor projects. The 2025 Scheme is designed to support the revitalisation of rural Ireland through a renewed focus on town centre regeneration and enhancing economic and social vibrancy in line with the Town Centre First policy. This will be achieved through projects focusing on town centre regeneration, enhancing our Streetscapes and bringing vacant and derelict buildings back into use as community multi-purpose spaces through refurbishment and renovation.
Potential projects should have been identified as part of a Town Centre First plan, Strategic / Statutory Plan, County Development Plan, Local Economic and Community Plan (LECP) or similar, produced for the town or village.
Possible grant funding will range from €50,000 to €500,000 for the Main Scheme, and up to €50,000 for the Project Development Measure. The maximum TVRS grant level has been set at 90% of the total cost of a project. The remaining 10% match funding must be contributed by the local authority and/or the community and/or Philanthropic contributions. Projects in Towns/Villages up to a population of up to 15,000 people may be considered eligible.
Mayor of Fingal, Cllr. Brian McDonagh, welcomed the launch of the new scheme and added: “This represents a key opportunity for community and business groups of the towns and villages of Fingal to identify potential actions which will enhance the vibrancy and appeal of their area”.
Chief Executive of Fingal County Council, AnnMarie Farrelly said: “Town and Village funding is a key component of our multi-strand approach to improve the public realm of towns and villages of Fingal, making them more enjoyable and inclusive places for all”.
Priority will be afforded to projects that align with the objectives of Our Rural Future and Town Centre First. This will be achieved through projects which:
- Drive town centre regeneration.
- Support town/village centre plaza development.
- Develop green spaces / recreational amenities in town or village centres.
- Enhance streetscapes.
- Support town or village centre markets, e.g. farmer’s markets or artisan markets.
- Support the provision of infrastructure (e.g. public realm works, service provisions, canopies etc.) to facilitate town or village centre markets (e.g. farmers markets, open-air markets, local trader markets, artisan markets or similar).
- Upgrade / refurbish community centres.
- Bring vacant and derelict buildings back into use as multi-purpose community spaces.
Fingal’s Town Regeneration Office are now seeking Expressions of Interest for potential schemes, for inclusion in the 2025 application to the Department of Rural and Community Development.
