Fingal County Council is proposing the implementation of a Filtered Permeability Scheme at the junction of Feltrim Road and Drynam Heath/Green, Kinsealy, Co. Dublin. The scheme aims to encourage walking and wheeling while enhancing road safety and the overall quality of the residential environment.

What is the ‘Quiet Streets’ Filtered Permeability Project?

The ‘Quiet Streets’ initiative is a filtered permeability scheme delivered by Fingal County Council, designed to promote active travel and create safer, quieter streets. The scheme introduces modal filters such as bollards and planters to prevent cut-through motor traffic while maintaining full access for:

  • Pedestrians
  • Cyclists
  • Emergency services
  • Local car parking
What is Proposed?
  • Installation of modal filters (bollards and planters)
  • New signage to alert road users to the filtered permeability measures

The proposal follows feedback from residents during a public consultation survey, where local support was expressed for the installation of a filter at the junction of Feltrim Road and Drynam Heath/Green.

Legislative Basis

The works will be carried out under Section 38 of the Road Traffic Act 1994 (as amended), which allows for traffic calming and road safety measures to be implemented by local authorities.

What Happens Next?

The non-statutory public consultation has now been completed, with a Consultation Report available to view in the Related Resources section of this page. The finalised design has been prepared, and construction works are scheduled to commence on [DATE].
